     Today, Rhode Island is bucking trends. Caught in a long, slow spiral of urban decline for the past decades, Providence, Rhode Island (the state's biggest city) is rebounding. Today rehabbed city parks make it a pleasure to stroll along the Providence River at night. Much of the turnaround is due, fittingly, to Rhode Island's size: often overlooked because it's small, new residents are flocking to the area because of its easy to navigate feel and proximity to New York and Boston.
